The India Deal - A Setback for Nonproliferation
We who are interested in reducing global nuclear dangers have a responsibility to block a proposed arrangement in which the U.S. will sell its nuclear technology India. Here are the main problems with the deal:
• India is one of only three nations that never signed the nuclear Nonproliferation Treaty (NPT). The proposed deal does not require the same nonproliferation conduct of India that is required of the 183 nations in the NPT.
• Unlike 178 other countries, India has not signed the Comprehensive Test Ban Treaty (CTBT), and it has refused to discontinue nuclear testing in spite of a global norm against testing.
• India maintains a nuclear weapons program which will remain outside of international safeguards. Although India agreed to safeguards on a few civilian reactors, it gets to decide which ones are civilian and thus subject to inspection. The section in the agreement where India should list which of its 22 reactors will be under IAEA supervision is left blank. This deal provides no serious nonproliferation benefits. And, the deal could allow India to end these inspections if its uranium supplies are cut off—even if its supplies are cut off because it renews nuclear testing.
• India continues to produce fissile material and expand its nuclear arsenal. Selling U.S. nuclear materials to India, even if only for power generation, will free up India to use its own limited supply of uranium to build even more nuclear bombs. This will likely fuel a new arms race in Pakistan and China, which in turn could result in the demand for more nuclear weapons in Russia and the U.S.
The Indian nuclear deal would be a nonproliferation disaster, especially now. The NPT is in jeopardy and diplomatic efforts to address the nuclear programs of North Korea and Iran are at a delicate stage. For those who are serious about ending the nuclear arms race, it is time to stand up and be counted.
